Health Systems based on Primary Health Care /Essential Medicines and Technologies (HSS/MT) OBJECTIVES OF THE PROGRAMME :
Develop sound technical cooperation programs that develop and strengthen primary health care based health systems, health policies, health services and programs, technologies and medicines, health investment and financing, health research and development of human resources for health. Support country and territory capacities, facilitate inter-country networks and cooperation, and implement and evaluate inter-sectorial approaches. Description of duties:
Under the general supervision of the Manager, Health Systems based on Primary Health Care (HSS) and the direct supervision of the Senior Advisor, Essential Medicines and Technologies (HSS/MT), the incumbent is responsible for, but not limited to, the following assigned duties:
a) Provide technical and policy advice in the area of health technologies management; adapt and integrate global and regional strategic orientations in health technology policies and management into the Medicines and Technologies program of work. Develop work plans based on these orientations with input from participating countries and key partners, coherent with the regional program of technical cooperation in medicines and health technologies, and health systems strengthening;
b) Promote the assessment and development of policies at the national and sub-regional level guiding health technology selection incorporation, management and use, and support the development of national and sub-regional capacity in this regard. Develop and implement tools to assess the impact of health technology policy, planning and management at the national level;
c) Coordinate processes relating to the organization of health technology services at the national level, taking into consideration national health plans, priorities for health systems strengthening, and the development of national networks for the delivery of services;
d) Provide technical support for the development of capacity in the generation and use of evidence guiding the decision making process for the selection, incorporation and use of health technologies in health systems, including guidelines and policy development. Support the development of national systems that use such evidence for incorporation and management of health technologies;
e) Support the strengthening of regulatory capacity for health technologies to ensure the quality safety and efficacy of technologies and medical devices in use, including post marketing surveillance;
f) Develop national and regional capacity in health technology assessment adapted to the needs of the Region, strengthening processes for the prioritization of assessment, collection, review and analysis of evidence, and for the development and use of economic studies relating to cost-utility, cost-effectiveness and economic impact of health technologies. Support linkages with the decision making process regarding incorporation and use of health technologies;
g) Promote health technology innovation required to address gaps. Support mechanisms to stimulate health technology innovation in the Region;
h) Promote the development of regional networks and partnerships, inter-country cooperation and the commitment of stakeholders, strengthen support through PAHO/WHO Collaborating Centers, and develop mechanisms of coordination with participating countries and sub-regional partners in health technology policy and management;
i) Develop projects and mobilize funds for the implementation of projects in health technology management in the Region. Monitor implementation of specific projects, manage budgets, and prepare reports against project indicators;
j) Prepare publications in health technologies, and develop information management strategies to maintain countries in the Region as well as other stakeholders informed on current developments in health technology management at the regional level;
k) Contribute and collaborate in the preparation, revision and supervision to ensure compliance with the Team’s expected results; collaborate in the preparation of biennial programs and budgets, semiannual work plans and periodic evaluations for assigned projects; participate in the annual evaluation of the Team;
l) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
m) Perform other related duties as assigned. REQUIRED QUALIFICATIONS Education:
Essential: A university degree in a health or health technology related profession and a master’s degree in a public health related area with specialization in health technologies in one or more areas covering policy and regulation, economic assessment, procurement and supply management, production and quality control and service delivery from a recognized institution. Skills:

Thinking, planning and the strategic management of technical cooperation interventions: Selects priority ideas for executing the interventions after anticipating their potential problems and solutions. Supports and advises technical areas to enable best use of resources are aligned with the mission and vision of the Organization. Is able to work in a multicultural environment. Technical Expertise
?- Theoretical knowledge and technical expertise at the highest level in all aspects related to policy and regulatory issues relating to health technologies.
?- Mature judgment, strong technical, analytical, conceptual, interpersonal and communication skills; demonstrate ability to identify, assess, analyze, synthesize and provide recommendation on key political, technical and administrative issues,
?- Ability to coordinate, establish and maintain identifiable results-oriented productive relationships with key actors within, monitoring activities, ensuring product delivery and reporting.
?- Ability in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset. Experience:
Essential: Nine years of combining national and international working experience in programs and projects related to medicines, vaccines and health technology policy and regulation, procurement and supply management, production and quality control, or service delivery. Languages:
Very good knowledge of English or Spanish with working knowledge of the other. Knowledge of French and/or Portuguese would be an asset. Annual salary: (Net of tax)
$66,482.00 at single rate
$71,393.00 with primary dependants Post Adjustment: 42.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
