In your opinion, would customs be able to stop a donation import if
they were provided with the proper information?
For example, if donated equipment were required to carry a tag that
stated that the age of the equipment,
and the country’s policy was to not allow imports over 5 years of age,

Ronald, this is spot-on.
There are also other ‘real world’ factors to consider. Only last week a foreign doctor in a
resource poor country (and running an excellent ICU service despite the arduous
conditions) told me that she was very aware of the WHO and other
donation guidelines but that she dare not exactly specify [...]

According to their website PQMD is an alliance
between non-governmental organizations and pharmaceutical and medical supply manufacturers who

contacts are directly established by a huge number of NGOs etc. with individual
facilities (decentralized process).

charities and let them know how to be more effective?

Some quick brainstorming:
Reach out to the bigger organizations that know what
they’re doing (e.g., Project C.U.R.E. here in Colorado) and work with them to

Great point, Jim.
In fact donations should probably be scrutinized with more rigor
than when evaluating direct purchases because the accountability chain
is much less concrete.

The International Organisation for Medical Physics (IOMP) have a donated
equipment programme which matches offers of donated equipment with requests from
recipients. I have not had personal experience of this programme. Information

I like the idea of a “successes” and “failures” web site, with
photographs, to accompany a revised guide to donations. People who
consider donating equipment and supplies want to do the right thing. Visually
telling them stories about what works and what doesn’t work could be very
effective.
